Medigap coverage provides financial protection and peace of mind to nearly 10 million Medicare beneficiaries. Medigap helps cover significant out-of-pocket costs that are not covered by Medicare and allows seniors and beneficiaries with disabilities to budget for medical costs and avoid the confusion and difficulty of handling complex medical bills.
A new report shows that low- and moderate-income Medicare beneficiaries, particularly those living in rural areas, rely on the financial protection Medigap provides. The report found that 46 percent of all Medigap policyholders (and 57 percent of policyholders in rural areas) had incomes of $30,000 or less. Medigap offers these vulnerable populations a sense of security about both the predictable and unexpected costs associated with medical care.
A recent survey found that 9 out of 10 seniors are satisfied with their Medigap coverage, and more than 9 in 10 would recommend Medigap to a friend or relative. When asked what they liked most about Medigap coverage, beneficiaries highlighted a variety of benefits, including limits on out-of-pocket costs, ease of dealing with medical bills and paperwork, and the ability to budget for unexpected medical costs.

Medigap policies are popular among Medicare beneficiaries for many reasons:
- Medigap policies allow seniors and people with disabilities to budget for their medical expenses in a way that makes their out-of-pocket health care costs predictable throughout the year.
- Medigap policyholders enjoy peace of mind from knowing that they have good insurance protections to fill the substantial gaps in Medicare FFS coverage.
- The regulatory structure for Medigap policies makes it easy for consumers to compare different products and assures them that their policy’s benefits will not change from year to year.
- Medigap policies are guaranteed renewable, allowing beneficiaries to keep their policy as long as they want, provided that they continue to pay the premiums.
- Medigap policyholders can choose from a wide range of providers, and they usually are not required to use a designated provider network or to obtain referrals to specialists from a primary care provider.
- Medigap beneficiaries never have to fill out or submit Medigap claim forms for the vast majority of Medigap claims.
