President Obama on Feb. 2 proposed a budget for fiscal year 2016

...that would fully fund the ACA, specifically subsidies for health insurance exchanges. In addition, Obama's proposal seeks to repeal the sustainable growth rate (SGR) for Medicare physician reimbursement, and sets a goal of making 30% of Medicare payments value-based by 2016, increasing to 50% by 2018. The budget also would target the rising cost of prescription drugs by granting HHS Sec. Sylvia Burwell the power to negotiate specialty/high-cost drug prices for Medicare Part D and by closing the coverage gap for brand-name drugs in 2017, three years early. Additionally, pharmaceutical companies would see their exclusivity rights on brand-name drugs drop from 12 years to seven, and the budget would prevent extensions of those rights that are often granted when the pharma company tweaks the product formula.
