“If carriers offer early renewals to healthier groups of enrollees — or if healthier consumers opt for early renewal while sicker consumers do not — this could result in adverse selection against the rest of the market, including the exchanges. This is of particular concern because one of the consumer protections that goes into effect in 2014, the requirement that insurers maintain a single risk pool when developing premiums, would not apply to early renewals.”
