“There are forces leading hospitals to want to discount charges to the uninsured. And they should want to discount charges. It will certainly help improve their perception in the public’s eye….[But] Medicare is clear that you need one charge structure rationally related to costs across payers. Hospitals shouldn’t just be reducing charges without proper parameters because from a regulatory perspective, it calls into question whether they have a sound uniform set of charges to begin with. To the extent you have payments based on charges, you don’t want your charges viewed as wholly fictitious.”
