"[Narrow networks] are effective in controlling costs

... but I think there are opportunities to take them a step further to really understand what a high-performance network is and who is in and what incentives to put in place. I think the ACA exchanges are the main place that [insurers] can get away with narrower networks. That is the primary place to try it because benefits are standardized and price competition is so fierce."
